Fixed spawns
There are 260 Cement Bag spawns in Appalachia, not including internal (load screens) and Instanced locations.
I have used a mod on Custom World to make the concrete bags glow orange so they are easier to see in the pictures.
Here is an example of what the bags of cement look like in the photos.
Bags of Cement are a pick-up history, per server, fixed spawn.

The Forest

From the spawn in location, face NW. Run forward and jump the fence. Face North and walk over to the two-story shed. Enter the shed and take the stairs to the top floor. Face South and walk over to the other end of the platform. The two bags of cement are on the metal shelf on the right.
1x Bag of Cement
Turn North, walk forward, and exit the shed via the hole in the wall on the second floor. Face North and look up until you see a red water tower in the distance. Run over to the red water tower. Just before the water tower are piles of wood, a rusty modded limo, and three shipping containers. Stop and stand on the roof of the limo. Face West and walk towards the outside left corner of the shed. Follow the shed around on the left and the bag of cement is behind the makeshift cinder block table.
Darling Sister's Lab

From the fast travel point, face West and run forward. As you are running towards the cabins, you will see a radstag hanging from a tree. At the base of the tree is a makeshift cinder block table and the bag of cement is leaning against the table on the right-hand side.
Twin Pine Cabins

From the spawn in location, run down the hill towards the cabins. Stop at the first cabin on your right and against the back wall of the cabin, the bag of cement is leaning against the makeshift cinder block table.
Wilson Brother's Auto Repair (Gorge Junkyard)
1x Bag of Cement
Fast Travel to Wilson Brothers, turn South, and run over to the Gorge Junkyard workshop. When you get to the workshop, face South and head over to the shed in the middle. The bag of cement is on the wooden crate, against the outside wall of the shed, closest to the boats.
Moonshiner's Shack

From the spawn in location, walk up the hill to the shack and stop at the cooking station. Stand on the left side of the cooking station and face South. Slowly walk down the hill. If you lined it up right then you should suddenly fall off a cliff, and down into a small campsite with an NPC. The bag of cement is against the cliff face, near the metal drums.
Vault-Tec Agricultural Research Center - External

From the fast travel point, turn SW and run down the hill to the main road. Turn West and follow the road until you get to the shed on the left. Turn South and enter the shed. Follow the hallway down and take the second door on the left. The Bag of Cement is leaning against the wall on the right-hand side of the room.
Vault-Tec Agricultural Research Center - Internal

Enter the Research Center via the front door. Walk over to the front desk to where the Overseer's Holotape is. Face North, walk up the hallway and take the first door on your left. Face West and walk forward until you hit the wall. Turn South and you will see the two Bags of Cement on the bench in front of you.
Morgantown Airport - External
1x Bag of Cement
From the fast travel point, turn South and follow the road. Walk past the school bus and the APC (tank) and head towards the main building. On your right will be a canopy tent. Turn and walk to the end of the tent. At the end of the tent are some metal barrels and some Cinder blocks. The Bag of Cement is in the middle of the barrels.
Morgantown Airport - Internal

As you follow the road, you will see two bubble phone booths to your left. Behind those phone booths is a white door marked "Arrivals". Enter the airport via the "Arrivals" door.
1x Bag of Cement
Turn left and walk forward. You will see a Vertibird crashed into the roof above you. Stand under the Vertibird and face SE. The bag of cement will be on a wooden crate in front of you.

Face North and head over to the door in the corner. Walk through the door and turn right. Head over to the door and go down the stairs. Face West and walk forward. Go through the cream-coloured double doors and keep walking so the blue cart and plastic drums are on your right. The bag of cement will be leaning on the piece of machinery on your left.

Follow the path and keep heading West. You will pass a wall on your right and a large grey machine on your left. On the other side of the machine, the three bags of cement will be leaning against a pile of cinder blocks.
Morgantown Trainyard

From the spawn in location, face West, run forward, and enter the train yard. Turn NW and walk forward until you drop down into the service pit. You will need to jump over the train flatbed to get to the service pit. Stand in the service pit and face South. Follow the tracks forward and the first Bag of Cement is on your right, under the ramp, on top of a wooden crate, near the wall.

Take the ramp up and out of the pit. At the top of the ramp, face West. You will see a set of stairs in the distance. In front of the stairs are some metal drums and wooden crates. The Bag of Cement is on top of the wooden crate, closest to the stairs.

From the bag above, face South and walk forward. Just past the small green and blue shipping containers is a set of stairs on your right. They are tucked behind the blue shipping containers so you might walk past them once or twice before you see them. Take the stairs to the top and follow them until the catwalk splits into left and right. Take the stairs on your left and then turn right. In the tunnel is some debris on your right. The Bag of Cement is on top of the wooden crate near the metal drum.
Mama Dolce's Food Processing Plant

From the spawn in location, turn SE and run over to the shed with the fusion generator at the back. At the generator face East and walk to the end of the shed. Turn right and walk forward. Stop at the open doorway and turn right. The two Bags of Cement are leaning against the back wall, under the tool peg board.
Arktos Pharma - External
2x Bags of Cement
From the fast travel point, turn NW and follow the road. When you get to the carpark, turn West and keep following the road towards the green truck and trailer. Go past the truck and continue to follow the road around until you get to a loading dock with the two trucks parked inside. Enter the loading bay through the left side door and walk to the end of the truck and trailer. Turn South and walk over to the racks. The two Bags of Cement are under the racks on the left-hand side.
Helvetia

From the spawn in location, turn West and run over to the brown building with the red roof in front of you. Walk around to the front of the building and open the doors. Enter the building and walk to the back wall. The Bag of Cement is behind the counter, next to some metal drums.
New River Gorge Bridge - East

From the fast travel point, face West and run over to the bridge. Once you are standing on the bridge, run forward and cross the bridge. Stay on the top level of the bridge, you may need to jump and climb in some places to stay on the top level. In the middle of the bridge is a truck on it's side and lots of radiation barrels spilled over the road. On the other side of the truck is a grey ute/pick up truck. There is one Bag of Cement in the back of the ute and the other three Bags of Cement are on the road at the end of the ute.
Charleston Herald (Wade Airport)
1x Bag of Cement
From the spawn in location, turn around, line up with the Wade Airport workshop icon, and run over to the workshop. Once you are standing on the runway, turn NE and run over to the control tower in the distance. Behind the control tower is a domed shed. Walk over to the shed and open the door. The Bag of Cement is leaning against the back wall, on the right, next to some wooden crates and a red toolbox.
Summersville Docks

From the fast travel point, turn SW and follow the road forward for a few steps and then veer left and walk down the road towards the Docks carpark. Follow the road down and stand in the middle of the carpark. Blow up the cars and then face South. Walk forward, past the boat, and stop at the rusty white ute/pick-up truck that is parked behind the small red shed. The four Bags of Cement are on a pallet with some Cinder blocks next to the ute/pick-up truck.

Face South and walk over to the next red shed. Walk around and open the white door at the back of the shed. Just inside the door, on your left, on the metal shelf is the last Bag of Cement.
New Gad
1x Bag of Cement
From the spawn-in point, run forward and head for the large tall pipe in the middle of the area. Enter the building built around the pipe and head for the second floor. Walk around the second floor until you see the blue and white eat-o-tronic leaning against the wall. Face East and you will see a table made from Cinder blocks on your right. Leaning against the end of the table is the Bag of Cement.
The Kill Box

From the fast travel point, turn South and run forward until you get to the main road. Turn East and follow the road until you get to a pile of metal spikes in the middle of the road. Turn North, run forward, and jump over the fence. Jump up so you are standing on the wooden walkway. Face North and drop down into the pit area. In front of you should be a Grand Piano and to your right should be a small green/blue shipping container. Turn NW and walk forward so you are under the wooden hut. On your right, you will see the two Bags of Cement leaning against the short fence.
Bleeding Kate's Grindhouse

From the fast travel point, run straight and go through the doorway in front of you. Turn East and head toward the terminal under the canopy tent. The Bag of Cement is on the ground, next to the yellow and orange crates near the terminal.
Poseidon Power Substation PX-01
1x Bag of Cement
From the spawn-in point, run straight over to the substation. Enter the substation fenced area and turn East. Walk around the yellow machine in front of you and keep walking East until you hit the fence. Turn North and the Bag of Cement is in front of you, next to the metal shelf and some Cinder blocks.
Silva Homestead
1x Bag of Cement
From the fast travel point, turn SE, run forward, jump the fence and keep running until you reach the red shed and large grain silo in the distance. When you get to the shed, veer South and enter the shed through the main white doors. In the right-hand corner is a set of stairs. Follow the stairs to the top and walk over the catwalk on the left-hand side to get to the opposite end of the shed. The Bag of Cement is leaning against the back wall, behind some wooden crates.
Orwell Orchards (Orwell Bomb Shelter) - Internal
2x Bags of Cement
From the spawn-in location, run up the hill and stop at the house on your right. Walk around the house and enter through the front door. Behind the stairs on the ground floor is a set of stairs going down to the basement. Take the stairs down and enter the shelter. Walk around the shelter until you find the room with the pool. In the NW corner is a set of stairs. Take the stairs up and enter the room with the orange room on your left. On the back wall, at the bottom of the metal shelves is the two Bags of Cement.
Kanawha County Cemetery

From the fast travel point, turn SE and run over to the white shed in front of you. Jump on the roof of the shed and face SE. In the distance, you will see another white shed near the stone fence line. Cross the cemetery and head over to the shed. Inside the shed, on the ground, are the five Bags of Cement.
Ohio River Adventures
3x Bags of Cement
From the spawn-in location, face West and run forward. Jump over the fence so you are standing on the back deck near the Ice Box. Face West and walk forward a few steps and then turn North and follow the dock down to the end. Keep walking North until you get to a hut with an NPC called Fishbones inside. Turn East and walk forward until you hit a doorway. On your left will be three Bags of Cement leaning against the wall.

From the fast travel point, follow the road North and stop when you get to the grey dump truck on your right. Turn and walk to the back of the truck. The Bag of Cement is on top of a wooden crate at the back of the truck.
3x Bags of Cement
Turn North and jump over the truck. Straighten so you are facing North and head towards the ruined house in the distance. Enter the ruined house using the front door and walk toward the back door. In the corner next to the back door is a pallet with Cinder blocks and three Bags of Cement.
Putnam Residence - Internal
2x Bags of Cement
Turn around and walk back to the main shed/building. Enter the shed and walk over to the Southern corner of the room. On the metal shelf next to the weapons workbench are the two bags of cement.
Poseidon Energy Plant WV-06 - South Expansion - Internal
2x Bags of Cement
This is the building to your left, from the spawn-in point, and where you meet Lev during the From Russia with Lev Wastelanders questline.
Enter the building via the white door. Turn right and follow the room around and down the stairs. Walk SW and just past the orange carts, there is an opening on your right. Turn and follow it to the end and open the door. Go down the ramp and walk straight until you get to the opposite side of the tower. Look up and you should see a small platform and cream-colored double doors above you. Jump up onto the platform and open the door. Follow the path to the end and turn right. Jump down to the ground and look for the yellow forklift. The two bags of cement are behind the yellow forklift, on a pallet.
Poseidon Energy Plant WV-06

Exit the Poseidon Energy Plant WV-06 - South Expansion - Internal building and immediately turn right. There will be a Bag of Cement laying on the ground, next to some metal drums and Cinder blocks. The second Bag of Cement is on the other side of the door, under the window, and on top of some wooden crates.
2x Bags of Cement
Turn and face East. In the corner of the raised area, the is an orange cart, a metal drum, and a pallet with some Cinder blocks on it. One Bag of Cement can be found on the pallet and the other Bag of Cement is next to the orange cart.
1x Bag of Cement
Turn around so the red metal bridge is on your right but you are still standing on the raised platform. Between the building and the red metal bridge is a narrow alleyway. Walk down the alleyway and the Bag of Cement is on your left, on top of some wooden crates. Shoot the pool of fuel after you have looted the bag of cement.
2x Bags of Cement
Face NW and follow the alleyway to the end. Keep walking forward, past the pool on your right, and stop at the stone wall. Turn SW and jump up to the platform above. Turn NW and walk forward. Stop at the ramp on your left. Walk forward a few steps and turn left. The two Bags of Cement should be in front of you, near some dark blue machinery, some metal drums, and Cinder blocks.

Turn East and walk forward until you are in line with the red metal bridge. Turn SE and run across the bridge until you are in line with the camp and tents on your left. Turn East and jump off the bridge. Head toward the large tree next to the tents (it should be in front of you). At the base of the tree is some building supplies. The Bag of Cement is laying on the ground, next to a tire and a shovel.

Turn North and walk forward. Cross the road and re-enter the Poseidon Energy Plant yard. Once inside the yard, turn NW and walk straight. Stop at the picnic bench area that is next to the two APCs. The two Bags of Cement are on your left, against the wall. One Bag of Cement is laying on the ground and the other is on top of some wooden crates.
2x Bags of Cement
Face West and keeping the building to your right, follow it around. Go past the yellow forklift and keep walking until you get to the corner. On your left will be a metal ramp going up. Turn and walk up the ramp. Keep going up the ramp until you get to the top of the building. Towards the end of the ramp at the top, two Bags of Cement will be on a trolley, on your right, near a broken terminal.

From the bags above, turn North and jump down to the ground. Once on the ground, turn South and walk towards the large red door. On your left will be some metal drums, a tire, some Cinder blocks, and two Bags of Cement.

Face North and walk forward. Veer right and walk down the ramp. Walk straight, past the small blue shipping container and keep walking straight up the metal ramp on the other side. The Bag of Cement is in front of you, at the top of the ramp, near some metal crates.
2x Bags of Cement
Turn SE while on the catwalk and follow it to the end. Turn left and the two Bags of Cement will be in front of you, in the middle of the metal drums.
2x Bags of Cement
Turn East and jump off the catwalk to the ground. Keep walking East until you get to the white/cream coloured ute/pick-up truck. You should see the doorway to the cooling tower in front of you. Enter the cooling tower, walk straight, through the water until you get to the other side of the cooling tower. At the yellow railing, turn around and walk straight over to the large pipe in the middle. There are two Bags of Cement on the patch of dirt on the right, next to a metal drum and a tire.

Turn around and walk back over to the yellow railing. Face West and walk up the ramp in front of you. At the top of the ramp, on your right is the Bag of Cement, leaning against some metal crates.

Turn SE and follow the catwalk. Turn right at the second catwalk on your right. There should be some can chimes hanging down. Follow the catwalk SW and the Bag of Cement is on your left, next to a metal drum and some Cinder blocks.
Poseidon Energy Plant (Pipe Interchange) - Internal

From the bag above, keep following the catwalk up until you get to the blue doors on the SW side of the tower. Interact with the doors and load into the Energy Plant.
1x Bag of Cement
Follow the hall to the end and turn right. Follow the hall and stop at the bottom of the ramp. Turn right and walk over to the ramp against the wall. Follow the ramps and catwalks up to the very top. You should be facing a very large red pipe. Turn right and open the door in front of you using the terminal next to the door.
Enter the room and follow the large red pipe on your left. Stop when the red pipe curves up. Turn SW so you are facing the reactor and jump down to the ground. If you jumped down in the right place, then you should land on top of the Bag of Cement. The Bag of on top of a wooden crate, against the black machinery opposite the reactor.
2x Bags of Cement
Face SE and walk forward. Follow the reactor and pond around until you see a large blue tank on the SW wall. To the left of the blue tank is a hole in the wall. Walk through the hole in the wall and follow the corridor around. You can only go one way. On the right will be a button on the wall. Press the button and walk through the now open door. Turn right and then turn right again and jump down to the ground. The two Bags of Cement are in the corner, near some metal drums and some pallets.
2x Bags of Cement
Turn SE and walk forward. Take your first right, open the door, and walk down the stairs. Turn right and walk forward a few steps. Just past the yellow console on your left is some wooden crates. One Bag of Cement is on top of the wooden crates. The last Bag of Cement is on a pallet with some metal drums and a tire.
