Fixed spawns
There are 260 Cement Bag spawns in Appalachia, not including internal (load screens) and Instanced locations.
I have used a mod on Custom World to make the concrete bags glow orange so they are easier to see in the pictures.
Here is an example of what the bags of cement look like in the photos.
Bags of Cement are a pick-up history, per server, fixed spawn.

Savage Divide

Bailey Family Cabin (Converted Munitions Factory)
1x Bag of Cement
From the spawn in location, turn West and run over to the Converted Munitions Factory Workshop. Jump the fence and stand on top of the APC. Kill the Super Mutant and Mutant Hound and then face North. In front of you should be a truck flatbed with a green shipping container on it. Walk over to the end of the shipping container and enter the factory.
Turn right at the orange forklift and walk forward until you hit the wall with the window in it. Turn around and face the blue console panels on the left wall. The Bag of Cement should be at your feet, next to the blue console panels.
Monongah Power Substation MZ-01
2x bags of Cement
From the fast travel point, face South and run over to the Substation. Open the large double gates in front of you and walk forward. Turn NW and in the corner, behind the gates are two Bags of Cement near some metal drums.
One Bag of Cement is glitched underground, so you will need to throw a grenade or use an explosive weapon to bring it to the surface.
Monongah Mine

From the spawn-in point, face North and run over to the mine. Stop at the front of the Blue Truck and turn East. Walk over to the camper trailer and stop at the door. Turn right and the Bag of Cement is leaning against the wooden barrel in front of you.
4x Bags of Cement
Turn around, follow the road, and run back out to the spawn-in point. Once on the main road, face South and walk forward. Stop at the red/orange chair and carefully drop down to the cliff ledge below. On your left will be four Bags of Cement, on a pallet with some Cinder Blocks.
3x Bags of Cement
On the same cliff ledge, face West and slowly walk forward. Go past the Raider corpse and the skeleton and then carefully drop down to the next cliff ledge. Turn East and walk forward. There will be three Bags of Cement near a pile of Cinder Blocks in front of you.
Sons of Dane Compound
2x Bags of Cement
From the fast travel point, run forward, jump over the gates, and head towards the shed where the One Violent Night event is held. Stop at the main entrance to the shed and turn right. Follow the shed around on the right-hand side and stop when you get to the medium size generator. The two Bags of Cement are in front of the generator near the wooden pole.
Fort Atlas - Internal

Enter Fort Atlas and on your left is a set of stairs. Follow them down to the bottom and then turn right. The bag of cement is under the metal shelf against the wall on your right.
Atlas Substructure - Internal

You will need to have completed the Steel Dawn questline The Best Defense to access this location.
1x Bag of Cement
Go back upstairs and through the laser grid door. Walk straight until you get to the doorway on the opposite side of the room. Face North and walk forward a bit and you will see a cream-coloured metal door on your right. Enter the door and start walking down the stairs. At the bottom of the second floor of stairs, you will see a caged room with some pipes and machinery behind it. To the left of the cage, leaning against the wall is one bag of cement.

Keep walking down the stairs and you will see two metal shelves against the wall on your left. The three bags of cement are leaning against the metal shelves.
3x Bags of Cement
At the bottom of the stairs, face West and walk forward a few steps. On your left, at the top of the metal shelve are three bags of cement.
1x Bag of Cement
Face West and follow the path around. Go over the bridge and up the stairs. Open the blue metal door and turn East. Walk straight until you get to the Robot manufacturer tube and then turn right. Walk straight over to the small blue shipping container and the bag of cement is behind the broken terminal.
1x Bag of Cement
From the bag above, turn and face North. Walk around the two blue shipping containers and keep going North. On your right will be a set of lockers and a door. Past the door will be a pile of debris and the bag of cement will be in the middle, on top of some wooden crates.
Pleasant Valley Cabins
1x Bag of Cement
From the spawn in location, line up with the Pleasant Valley Cabins map marker icon and run forward. Run past all the cabins until you get to a rusty metal and wood fence on your right. Stop at the corner of the fence near the pile of tires and turn right. The fence should now be on your right. Walk forward a few steps and the Bag of Cement is between the two metal drums.
Mezzanine Level (Top of the World) - Internal

Fast travel over to the Top of the World, face South, and run over and enter the large red building. In the elevator, take the second floor to the Mezzanine Level.
2x Bags of Cement
Exit the elevator and walk South. Look for the shop marked "Snowflake Baubles" and walk inside. Stand in the middle of the room and East. In front of you will be a metal crate, a wood crate, a bookcase, and a few other bits and pieces. The two bags of cement are in the middle of that pile.
2x Bags of Cement
From the bags above, turn West and walk to the doorway. Turn right, walk forward a bit, turn left, and turn left again and enter the building marked "Dreamboat Yachts". At the doorway face SE and walk towards the three metal barrels and wooden crate. The two bags of cement are in the middle of this pile. One of the bags is invisible but just move your curve around in the area and you will be able to collect it.
2x Bags of Cement
Turn West from the bags above and walk over to the doorway. Turn left and follow the wall around to the back of the building. Walk past the garden bed and the garden bench and stop at the Cinder blocks and metal barrel. Behind the Cinder blocks are two bags of cement.

From the bags above, turn West and follow the path around. Look to your left while walking, just past the orange cart and metal drums is a red viewfinder and 3 metal drums. The two bags of cement are in the middle of the drums.
2x Bags of Cement
Continue following the path around NW until you get to a large opening on your right. There will be some metal drums and a sheet of wood in the middle. The two bags of cement are behind the sheet of wood.
Beckwith Farm
3x Bags of Cement
From the spawn in location, run up the hill towards the farm. Keep going until you see the little red shed on your left. Turn and walk over to the shed. At the end of the shed with the large double doors, the three Bags of Cement will be in a wheelbarrow near the doors.
New Appalachian Central Trainyard
1x Bag of Cement
From the fast travel point, run forward towards the big shed in front of you. Stay on the ground and veer right so you are walking around the edge of the shed. Take the stairs up on your left and face North. Walk past the metal drums on your right and stop at the pile of wooden crates on your left. The Bag of Cement will be on top of the wooden crates.
The Whitesprings Golf Club
2x Bags of Cement
From the spawn in location, turn North and either run around or jump over the tennis court. Continue North and either jump over or run around the building. Keep running North, across the green until you hit the white brick fence. Turn left and follow the fence down, past the broken red plane, until you get to a break in the fence. The two Bags of Cement are near the wheelbarrow on the edge of the broken fence.
The Whitespring North Entrance - External

From the fast travel point, turn North and run forward. Go past the cars and jump the fence. Follow the building around to the left and walk past the dumpster. The two Bags of Cement are next to the metal barrels and Cinder blocks.
The Whitespring Service Entrance

From the spawn in location, walk forward a few steps, and the Bag of Cement is under the air duct on your right.
The Whitespring Bunker - External

From the fast travel point, turn North and walk forward until you hit the green wall. To your left are some metal barrels and Cinder blocks. The Bag of Cement is in the middle.
Whitesprings Bunker - Internal
1x Bag of Cement
Do not use the service entrance to enter the bunker.
Fast travel to the Whitesprings Bunker and enter via the metal door. Use the ID Card Reader to open the second door and then walk through the laser grid doors. Continue down the ramp and stop at the doorway. On your left will be a pile of wooden crates. On the wooden crate closest to the metal pole will be the bag of cement.
Monongah Power Substation MZ-02

From the spawn in location, turn South and follow the road to the Substation. Walk past the cars and enter the Substation yard. Behind the gate on your right are some metal drums and Cinder blocks and the two Bags of Cement are in the middle.
Blackwater Mine - External

From the fast travel point, face South and run forward. Keep running forward until you get to the little raider shop against the wall. The two Bags of Cement are behind the counter, on the metal shelf.
1x Bag of Cement
Jump the back wall, face South, and run over to the domed shed at the very back. Open the doors and enter the shed. Walk forward until you see the showers next to the cage on your left. The Bag of Cement is next to the metal shelf that is in the same area as the showers.
Blackwater Mine - Internal

Enter the mine and follow the cart tracks down. Cross the bridge and enter the doors on your right. This is the same place where the event Uranium Fever is held.
Go up the stairs, turn right, and go up those stairs. Turn left and walk through the doorway and then turn left and walk up those stairs. The three Bags of Cement should be in front of you, next to some wooden crates.

Face North and follow the catwalk around. Keep following it around and then go up the stairs. Veer left and enter the doorway. Turn right and the Bag of Cement will be on the metal shelf in front of you.
Emmett Mountain Disposal Site
1x Bag of Cement
From the spawn in location, run forward towards the disposal site. Go past the limo and the front gates and stop at the white/grey truck parked in the middle. Stand on top of the truck cab and face SE. You will see some blue machinery to your right, a shed with one open door in the middle, and a domed shed to the left. Head over to the shed in the middle. On the right side of the shed is a dumpster. Walk past the dumpster and you will see the Bag of Cement in front of you at the bottom of the stairs.
National Isolated Radio Array

From the fast travel location, walk forward and follow the road around. Keep following the road around until you get to a large shed and a blue truck. Veer right and walk over to the blue truck. Jump on top of the truck and follow it to the end. Jump off the end, onto the loading dock. Turn South, walk up the stairs, and enter the shed. On your right, by the edge of the door is the Bag of Cement.
East Mountain Lookout
2x Bags of Cement
From the spawn in location, walk forward to the base of the lookout tower. At the base of the tower is a terminal resting on some Cinder blocks. The two Bags of Cement are next to the terminal.
Mountainside Bed & Breakfast
1x Bag of Cement
From the fast travel point, walk forward towards the Bed & Breakfast building. Head over to the blue car and stop at the front of it. Turn East and walk up the stairs on your left. At the top of the stairs, you will see piles of wood stacked against the wall. The Bag of Cement is at the end of the piles of stacked wood.
R&G Processing Services (Site Charlie)
10x Bags of Cement

From the spawn in location, face South and run forward. Run past the piles of red metal poles and the small green/blue shipping containers. Keep heading South until you see an orange forklift on your right. On your left will be a Blackberry bush, a pallet, and some wooden crates near the wall. The Bag of Cement is on top of the wooden crates.
8x Bags of Cement
Just past the Bag of Cement above, you will see a wire fence on your left. Walk forward and jump over the fence. Face SE and head towards the corner. At the back of the building, the eight Bags of Cement are spread over pallets and Cinder blocks.
1x Bag of Cement
You can run around but it's going to be easier if you can jump up onto the roof of the building in front of you. Face East and walk and jump forward, staying on the rooftops. Stop on the roof that has the two small chimneys. Turn North and jump down to the ground. Face South and enter the building in front of you. Just inside the door, on your right is the last Bag of Cement.
Foundation - External

From the fast travel point, face East and run up the path. Walk through the main entrance into Foundation. Just past the large wall, turn left, and take the stairs to the top. At the top of the stairs are some wooden crates and the Bag of Cement is on top of the wooden crates.

Turn East, jump onto the roof in front of you, and run forward. Jump off the end and land on the ground. Face South, there should be a table to your right and a red trash can in front of you. The Bag of Cement is between the table and the trash can.

Turn around. In front of you is a dirt path and a sign that says "Builder's Nest". Follow the path past the sign and keep walking. Keep walking straight forward until you are standing next to a picnic table. Turn and face West. There should be two green trash cans to your right. The last Bag of Cement is leaning against the trash can.
South Mountain Lookout
2x Bags of Cement
From the spawn in location, head over to the lookout tower and climb up the stairs to the very top. At the top of the stairs, directly in front of you are the two Bags of Cement.
Monorail Elevator
10x Bags of Cement
From the fast travel point, turn South and run over to the large metal tower. At the base of the tower is an elevator. Open the elevator door and press number 2. Exit the elevator, turn North, and follow the stairs to the very top. Turn West and walk forward a few steps. You will see the ten Bags of Cement spread out and mixed in with Cinder blocks and sandbags and weights.
Lucky Hole Mine - External

From the spawn-in location, follow the road and stop at the first cabin on your right. The Bag of Cement is on a wooden crate near the stairs of the first cabin.
2x Bags of Cement
Keep following the road and stop out the front of the domed shed. To your left is a cooking station and the two Bags of Cement are on the left side of the cooking station, near some Cinder blocks and metal drums.
1x Bag of Cement
Turn, and face NW. Walk forward towards the blue machinery. Next to the stairs, just before the machinery are a pile of Cinder blocks and the last Bag of Cement.
