Aid Billy Beltbuckles in committing tax fraud.
If you have run expeditions as a team leader in the past, then to start the new expeditions, you can head over to Atlantic City via your map as usual.
If you started an expedition and didn't finish it. Open up the expo screen on the map, select Current Expedition, and then Resume Expedition.

Tax Evasion (Mission 1)
In the Atlantic City part 2 patch (March 2024), the screen to select an expo will change.
You will need to select:
Flooded City Center - The Human Condition Expo.
Casino Quarter - Tax Evasion Expo.
Boardwalk - The Most Sensational Game Expo.
Select
Start New Expedition - to start an expo.
Travel to District - to explore unhindered.
You will need:
Hacking Perk Cards
Some of the tasks and additional objectives require you to hack and unlock terminals. It's worth having at least one teammate running max rank Legendary Perk Card Master Infiltrator; equip the hacker perk cards and boost your Intelligence (fewer words show on a locked terminal, making it easier to hack and guess the password.)
Damage Output
The Overgrown are tanky enemies that hit hard. Their attacks and defenses include Group Healing and AP Draining. The Overgrown have a low fire resistance so weapons such as the FlamerThrower and the Enclave Flamer will be the most effective weapon during this expedition.
Poison Resistance
Poison Resistance will reduce the effects of the Danger Cloud (AP Draining) attacks from The Overgrown. Look at running the Legendary perk card Funky Duds, Legendary armour stat +25 Poison Resistance or Poison Resistance food buffs.
Buffs
There are a lot of enemies and a lot of running in this expo. Look at using buffs that boost your Agility and AP bar so you can run and VATS for longer.

This mission has 2 parts to it, plus three additional objectives. The tasks for parts 1 and 2 will change but the additional objectives do not.
Part 1 will be either Repel Enemies, Carry and Throw, or Assassination.
Part 2 will be either Gather and Deposit, Solve Locks, and Proximity Tracker.
Additional objectives for Tax Evasion will always be
Loot Sal's improved slot machines
Locate the Casino Cheater and collect the stolen winnings
Successfully cook the books before the audit can take place (Complete part 1 within the timeframe).
Keep in mind, that you get better rewards if you do all the additional objectives, and for the most part, you walk past them anyway when you are doing the main mission.
When you load into the expedition, you will be directed to Speak to Billy Beltbuckles.
Follow the map marker and find Billy being held up by a Showman NPC.
There will be a short scene and a Charisma speech check during the conversation.
If you fail the speak check then you will need to kill the Showman NPC.
Once the scene has finished, speak to Billy and he will give you your first task.
When you run Tax Evasion the next time, you will be directed to enter the Neapolitan Casino and speak to Billy.
Part 1
You will be tasked with either:
Repel Enemies
Repel the Showmen.
OR
Carry and Throw
Pick up inconspicuous assets and toss them into the trucks.
OR
Assassination
Eliminate the Audit Leaders.
Part 1 explained:
Repel Enemies
Repel the Showmen.
There is a 12 minute time limit to complete this task.
Follow the map marker to the Showmen's Transmitter.
You will need to hold down A or the PC and PS equivalent to deactivate the transmitter.
Eliminate the Showmen.
The bar will fill faster when there are no enemies in the Objective Area.
You can leave the Objective Area and the bar will still fill.
Once the area is secure, follow the map marker over to the Neapolitan Casino.
Carry and Throw
Pick up inconspicuous assets and toss them into the trucks.
There is a 12 minute time limit to complete this task.
Follow the map marker on your HUD and collect the assets from the orange cart.
You will need to keep going back and forth, between the cart and the trucks, to collect and deposit the assets.
You will need to hold down A or the PC and PS equivalent to collect the assets.
Follow the map markers on your HUD to find the trucks.
Throw them at the back of the trucks like a Grenade.
You will need to throw three assets at each truck to fill the bar.
Assassination
Eliminate the Audit Leaders.
There is a 12 minute time limit to complete this task.
You will encounter other enemies during this task such as Rad Rats, Lesser Devils, NPCs, and The Overgrown.
If you can't find the Audit Leaders on the ground, look for some stairs or use a jetpack to get to the second story of the buildings.
Follow the area search marker on your HUD to find the first Audit Leader.
Eliminate the Audit Leader.
Follow the area search marker on your HUD to find the second Audit Leader.
Eliminate the Audit Leader.
Follow the area search marker on your HUD to find the third Audit Leader.
Eliminate the Audit Leader and then follow the map marker over to the Neapolitan Casino.
Intermission
Follow the map marker to Enter the Neapolitan Casino.
Once you load in, veer left and speak to Sal Sticky Fingers.
He will ask you to loot the faulty slot machines and activate the anti-cheat terminal.
Only the Team Leader can use the terminal.
The anti-cheat terminal can be found in the room behind where Sal was standing.
Unlock the terminal.
Select the first option.
Follow the map marker to locate the Casino Cheater
Collect the stolen winnings.
You will then need to locate and loot 5 of Sal's "Improved" Slot Machines.
The "Improved" Slot Machines can be identified by the yellow flashing light and the screwdriver sticking out of them.
When you get close enough to a slot machine, a map marker will pop up on your HUD.
14 "Improved" Slot Machines will spawn per expedition. You only need to interact with 5 of them to complete the task.
Most of the "Improved" Slot Machines can be found on the Casino Floor and are fairly easy to locate, once you know what you are looking for.

Part 2
You will be tasked with either:
Gather and Deposit
Collect the poker chips and evidence, and hide them in the vault.
OR
Solve Locks
Purge the accounting records from the terminals.
OR
Proximity Tracker
Disable the bugs.
Part 2 explained:
Gather and Deposit
Collect the poker chips and evidence, and hide them in the vault.
From the Casino lobby, walk straight and jump over the rails, onto the Casino floor.
Once you are on the Casino floor, you will be attacked by Showmen, Munis, and Overgrown enemies.
Kill everything and loot the bodies.
The Showmen and Munis will drop the Poker Chips.
The Overgrown will drop the evidence.
You can use the loot all function to collect everything at once.
Once you have collected enough evidence, follow the map marker, and deposit it in the slot machine on the casino floor.
You will need to head down to the vault to hide the poker chips.
To the right of the World's Biggest Slot Machine is a door.
Open the door, walk straight, turn left, and then turn right.
You should be standing at a doorway, at the top of some stairs.
Follow the stairs to the bottom and walk through the blue door.
Continue following the corridor around and down the stairs.
You should be able to follow the map markers to the vault from here.
Interact with the Vault Access Terminal.
Select the first entry.
Wait for the Vault door to open and then follow the map marker on your HUD.
Alternatively, when you get to the bottom of the catwalk stairs as shown in the photo above, turn left and walk through the hole in the wall. Follow the tunnel (there is only one way you can go), and you will end up in the vault without having to open the door via the terminal.
Deposit the poker chips into the empty stash.
Solve Locks
Purge the accounting records from the terminals.
The terminals can be unlocked in any order, by both the Team Leader and Teammates.
Follow the area search markers on your HUD to find the terminals.

Select the first entry.
Records deleted.
Proximity Tracker
Disable the bugs.
There are 30 possible spawn locations for the Listening Bugs, with only 9 spawning per expedition.
All 9 will spawn at the same time and they can be collected in any order, by both the Team Leader and Teammates.
Follow the area search map markers on your HUD to locate the listening bugs.

Disable the bugs in the hotel wing 3/3
Disable the bugs on the casino floor 3/3
The End
This part will always be the same.
Follow the map marker to Quentino's Night Club to save Billy.
Defeat Buttercup.
Untie Billy.
Go and Speak to Sal.
Return the Winnings.
Return the Cheater's winnings.
Scroll down to the "See You, Sal" Line or press B to exit the conversation.
Speak to Billy.
Follow the map marker back to Lennox to go home.
Additional Objectives:
Successfully cook the books before the audit can take place.
Complete the first task within 12 minutes.
Loot Sal's improved slot machines
