There are 8 possible spawn locations for the Lost Dossiers, with all 8 spawning per expedition. You only need to collect 5 to complete the additional objective.
A map marker will appear on your HUD when you are 20 feet away from the Lost Dossier.
Both the Team Leader and Teammates can collect them.

When you enter the Community Center, go up the stairs in front of you and turn right. Follow the stairs to the top and turn right again.
Location # 1
At the top of the stairs, there is a doorway on your right (South). Walk through the doorway and follow the corridor to the second door on your left. Face East and enter the room. The Lost Dossier is on the desk, on the left, in the small room on the Eastern wall.
Location # 2
Exit the small room where the above dossier spawns and face North. There is a hole in the wall behind the green counter. Walk through the hole in the wall and keep heading North until you enter the bathroom. There will be a row of sinks on your right and toilets on your left. The Lost Dossier is on top of the first toilet.
Location # 3
In the bathroom, face North and exit through the door in front of you. In front of you is a doorway on the left and a hole in the wall on the right. Walk over to the door on your left.
If you have lock pick cards equipped, then you can just unlock the door in front of you, otherwise, go through the door on your right and follow the room around and the door on the side is unlocked. The Lost Dossier is on the West end of the table.
Location # 4
Turn around and go back out into the hallway. Turn right and follow the path. Please do not fall down the hole in the middle. Keep walking straight, past the display case and the half wall on your right. Just past the half wall is a doorway on your right. Turn and enter the room. The Lost Dossier is on the metal cabinet on the Eastern wall.
Location # 5
Exit the room and turn right. Walk straight and stop at the Podium room at the end. The Lost Dossier is on the table, behind the podium.
Location # 6
From the Podium room, face South and walk forward until you are in the library. Stop at the railing and jump down to the ground floor. Face North East and you will see a counter on your left. Walk behind the counter into the office (West). The Lost Dossier is on the corner of the desk against the Northern wall.
Location # 7
Go back down to the front lobby and stand in front of the stairs. Stay on the ground floor, veer left to walk around the stairs, and then keep walking straight. Walk under the Theater sign and stop at the "Ticket" window on your left. The Lost Dossier can be reached from the window, without opening the door.
Location # 8
Just past the "Ticket" window is a set of stairs on your right. Go down the stairs and stop at the bottom. Turn North and walk forward. At the end, turn left and enter the sound room in front of you. The Lost Dossier is on the corner of the desk against the Southern wall.
