Formula P can only be crafted or purchased from/traded with other players. There are no fixed spawns or NPCs that sell Formula P in game.

Formula P plan
The recipe can be awarded upon completing the Project Paradise event.
The chance is dependent on the surviving creatures as follows:
14.29% with three creatures alive and if the Bear Arm plan has been learned
16.67% with three creatures alive and if the Bear Arm plan has not been learned
18.75% with two creatures alive
16.67% with one creature alive
The plan is tradeable so sometimes you can find copies in player's vendors or you can trade for a copy of the plan.

Bloodleaf can be found anywhere that there is water.
Suggested Locations:
Fast Travel to Lewis & Son's Farming Supply. Cross the road so you are on the river bank and then follow the river bank all the way up to Billings Homestead. This is also a good route for Mirelurk Eggs and Snaptail Reeds. Cross over to Billings and Silva Homestead for some more Ash Rose plants.
Fast Travel to the Wayward. Start at the back of the Wayward and walk down the river towards Vault Tech Agricultural Centre. Plenty of Bloodleaf and Snaptail Reeds to be found and harvested. Speak to the NPC's that spawn along the way. Depending on your answer they will gift you magazines that count towards your atom challenges.
Fast Travel to Hillfolk Hotdogs. Follow the river bank up towards Sunshine Meadows Industrial Farm for some more Bloodleaf. Speak to the NPC's that spawn along the way as some of them can spawn as Camp Allies.
