The questline will start when you pick up the book or interact with a plaque. Some can only be found during the main questline.
There are multiple copies of some books in-game; for others, there is only one spawn.
If the book isn't there when you visit the location, check your Activity, under Mission, as you might have already picked it up or found another copy.

Item to start the quest line
Face on Mars Plaque
Obtained by
Sol System/Mars/Cydonia
Fly to the Cydonia Settlement and enter the building. Follow the corridor all the way to the end, until you hit the rail. On your left, you will see the Face on Mars statue. Walk over to the statue and interact with the plaque under it. This will make the Snow Globe spawn.
Snow Globe Location
There is no map marker for this spawn so you will need to look around for it.
Go back outside and stand on the roof of the Cydonia Settlement entrance. Behind the Settlement, you will see a hill. That hill is the Face on Mars.
Open your scanner and run over to the top of the hill. When you get to the top of the hill, turn around so you are facing the Cydonia Settlement. Line yourself up so your view is the same as in the photo below.
Note how many meters away you are from your ship in your view as you might need to climb higher up the hill. (Approx 1650m).
Once your view matches the photo, turn back around so the settlement is behind you.
Make sure your scanner is still open. Walk forward and stand on top of the rock that has the lead deposit on top of it.
Turn so your view matches the photo below and walk forward.
Look down the hill and you will see an Aqueous Hematite deposit on a rock below you. Walk towards that deposit and the Snow Globe is just in front of the pile of rocks on your left.

Snow Globe Location
At the very very very top of the NASA Derelict Launch Tower. The quest will tell you to find a way inside the building, ignore that, and keep climbing up until you are standing on top of the tower.

There are four spawn locations for this Snow Globe.

Snow Globe Location #1
On level 05 of the NASA launch tower on Earth.
Once you arrive at the NASA launch tower, the quest will direct you to an elevator. Do not enter the elevator.
Face the elevator and turn around.
Walk straight and jump over the gap in the floor.
Follow the path straight and open the door in front of you.
Follow the room around and stop at the double doorway. There should be a desk on your right and a set of filing cabinets on your left.
The Snow Globe is on the desk, on your right.
Snow Globe Location #2
On level 05 of the NASA launch tower on Earth.
From the desk above, walk through the doorway and follow the path straight. Turn left and walk forward. Stop at the lockers on your right. The Snow Globe is inside the middle locker.
Snow Globe Location #3
Exit the elevator and follow the map marker down to the museum.
Stop at the door at the end of the rock/cave corridor. Take a few steps forward and turn right. The Snow Globe is in the display cabinet in front of you.
You can not interact with or collect this Snow Globe, however, it is just a copy of the one that you collected above.
You can not go back and collect this Snow Globe, once the quest has been completed.
Snow Globe Location #4
In the underground NASA lab. There will be a box on the wall where you will need to place a power cell in, to open the door to Robotics. Just in front of and to the left is a desk with an old computer. The Snow Globe is on the desk, next to the computer.

Snow Globe Location
Once you enter NASA, you will end up in the Space Museum. Follow your map marker past the Project Prism rocket and towards the room marked "WC". On the row of white seats on your left, next to the WC door, is the next Snow Globe spawn.
You can not go back and collect this Snow Globe, once the quest has been completed.

While walking around the Museum, look for the satellite hanging from the ceiling. Jump onto the satellite and walk up towards the top. Halfway up the satellite, you will need to jump over a large silver box. The Snow Globe is on the other side of the box, on the middle rail.
You can not go back and collect this Snow Globe, once the quest has been completed.
New York Snow Globe

You will need to grab this book while doing the First Contact questline near Porrima 2.
If you have already done the questline and did not collect the book, then go to Activity, under Mission, and scroll down for the quest "Location of the ECS Constant". This will take you to the ship's current location. You will need a Grav Drive with 30LY+ on it to catch them.
If you didn't grab the book and didn't pick the Grav Drive option, you are out of luck.

You will need to pickpocket the penthouse keys from Benjamin Bayu at the Astral Lounge and then take the elevator from the lobby to Bajamin's penthouse. Go up the stairs and the book is on his desk, in his office.

This is currently only obtainable by using console commands.
While anywhere on Earth, open the command console, tilde key (`) on PC, and write the following command:
cow 0018E4B4 0 0
The game will spawn you into a location near the Tower of Pisa. Look East and you should be able to see the top of the tower in the distance.
Run over to the Tower.

At the base of the Tower.
Once you have collected all the Snow Globes (not counting the NASA Snow Globes and the Tower of Pisa Snow Globe), you will receive the Old Earth Spacesuit set as a reward.

I think the level of the surveying skill makes a difference. I followed the directions and stumbled about across the face for hours - then I upgraded surveying from 2 to 3, and turned around and saw a suspiciously snow globe like bump in the distance, withing minutes, when in the same area I could not see it before. What is the level of your surveying skill, Duchess? Thanks for the completionist madness of your list. Sometimes I prefer my own quests to the ones assigned me by the game, and this is a great one.
The pisa snowglobe is able to be found without console commands as I found it while looking for it after hearing it was a thing I started landing at the top of Italy a bunch of times looking for it after a hour of reloading and landing I landed about 900m away from the tower it just takes trial and error on landing sites so far I have not found any book or any way to find its location with a map marker so I hope this pic helps even a tiny bit.(I'm sorry for its quality)
You don't seem to realize that New Atlantis is not in fact the same as Akila City, which makes me think you've never even played Starfield for an hour and you're scraping someone else's work to post here. It's not a good look.
