Perk Card Changes and Updates - June 2025


Blood Sacrifice


SPECIAL:

Legendary


New Perk Card Description:

  • Rank 1: Using AP in VATS now consumes HP instead, at 2.5× the normal AP cost

  • Rank 2: Using AP in VATS now consumes HP instead, at 2.25× the normal AP cost

  • Rank 3: Using AP in VATS now consumes HP instead, at 2× the normal AP cost

  • Rank 4: Using AP in VATS now consumes HP instead, at 1.5× the normal AP cost


Normally, when you use VATS, it costs AP (Action Points) based on the weapon’s base AP cost per attack. With Blood Sacrifice equipped, VATS no longer uses AP. Instead, it uses your HP to cover the cost.


The amount of HP consumed is calculated like this:

Base AP cost of your weapon × 1.5 = AP equivalent

That equivalent AP cost is then paid with HP.


Example:

Let’s say your weapon normally costs 20 AP per VATS shot.

Without Blood Sacrifice, VATS shot costs 20 AP.

With Blood Sacrifice Rank 4:

20 AP × 1.5 = 30

→ You’ll lose HP equal to what 30 AP would cost.


The higher the AP cost of your weapon’s VATS attack, the more HP you’ll lose.


Blood Sacrifice doesn’t change the actual damage, accuracy, or VATS behavior — it just swaps the resource you’re spending from AP to HP at the higher cost multiplier.


If you don’t have enough HP to cover that converted cost, VATS won’t activate.

  • Gain +10% damage for each kill that gives you experience points (XP).

  • Stacks up to +100% damage (10 stacks maximum).

  • Stacks with Adrenal Reaction Mutation


When you kill an enemy yourself, or help damage an enemy and earn XP for the assist, your Kill Streak increases by 1. This gives you +10% damage for each XP-earning kill, up to a maximum of +100% damage (max 10 stacks).


The skull icon on the bottom right of your screen shows your Kill Streak. Each XP-earning kill extends your Kill Streak timer by 30 seconds. If you don’t get another XP-earning kill within that time, your streak ends and your damage bonus returns to 0.


Assists count when you damage an enemy and someone else finishes the kill, or when you’re close enough as a teammate on your public or private team gets a kill. Either way, it adds to your Kill Streak.

The AP cost is based on what percent of your HP the attack would have taken if you hadn’t Evaded it, after your resistances and damage reductions are applied. That value determines the cooldown Evade would have triggered. Dodgy then converts that cooldown into an AP cost (10 times the cooldown time). The bigger the hit you avoid, the higher the AP cost to Evade. If you don’t have enough AP to cover the cost, the Evade won’t trigger.

This perk only provides a reload speed bonus if you have an active movement speed bonus.


Movement speed bonuses can come from sources like:

  • Speed Demon mutation 

  • The Fixer (Stealth Move effect)

  • Gun Runner perk card

  • Squad Maneuvers perk card

  • Jaguar Speed Ghoul perk card


Movement speed is capped at 120%. Once you reach this cap (The Speed Demon Mutation alone hits the 120% cap), additional movement speed bonuses won’t increase your speed further, but they will still apply the reload speed benefit from this perk.

Love the Spread checks the actual projectile count at the moment of firing.


What counts:

  • The base projectile count of the weapon.

  • Any projectile count added by mods that make the weapon fire more projectiles at once (for example, the Missile Launcher with a Quad Barrel mod fires 4 projectiles at once and qualifies).

  • Weapons designed to fire multiple projectiles (such as the Pump Action Shotgun or Pepper Shaker).

  • Weapons where charge level increases projectile count (such as a fully charged Gauss Shotgun).

What does not count:

  • The Quad legendary effect — it only increases magazine or ammo capacity, not how many projectiles are fired at once.

How it works

So if your gun uses:

  • 10 AP per shot → you get +20% damage

  • 25 AP per shot → you get +50% damage

  • 30 AP per shot → you get +60% damage


Using the example in the image below, the AP cost is 11 per shot fired in VATS, so the extra damage would be:

11 AP × 2% = 22%


This perk is best with:

  • Big guns that hit hard and use lots of AP

  • Sniper rifles or semi-auto weapons

  • Weapons where you don’t care about AP efficiency

It is not good with:

  • Cheap AP spam weapons

  • Anything that’s modded to reduce AP cost, because then you get less bonus

The previous perk effect (30% reduced Fast Travel cost) was removed.

In return, Fast Travel costs were globally reduced by 25% to compensate for the change to the perk card effect.


Fast Travel costs can go up to 6,000 caps, depending on how far you travel and how much extra weight you’re carrying. The cost increases the more overencumbered you are, up to 100× the normal price at five times your max carry weight.
